The Bureau of Engraving have engraved a splendid head of the President, and printed it in three colors, in what is technically known as "fugitive ink" — that is. Ink that will run if wet — and submitted them to the Post-Office Department as specimens. We trust, however that any such nonsense as postage-stamps printed in fugitive ink will be utterly scouted. The loss occurring from postage-stamps being used a second time can never be very great, and, indeed, a well canceled stamp can hardly be cleaned by ordinary persons so as to be usable a second time, and, moreover, the operation requires so much time that it will hardly pay. We believe that the Russian government have adopted fugitive inks for the printing of their very beautiful designs, but while this may answer very well in a cold country like Russia, it will hardly do for a citizen of a warm climate like the United States to carry such stamps in his pockets, as many of us are in the habit of doing. If fugitive inks are to be adopted, let us at least have them auciently fast to resist the effects of perspiration.
